the balkans - croatia, serbia, montenegro etc, bulgaria aswell.

that said, the coast is INCREDIBLY seasonal and doing business in the region if you're not a local and going to be tough.

[Hostels]

There is only one HI hostel in Jerez, Spain and it's a 10 minute bus ride outside of the city.

Jerez is not far from Sevilla and is famous for sherry, horses and flamenco.

I stayed at a nice hostal there (not hostel) -- I couldn't find a hostel there back in 1999/2000...
